Segundo a professora Xiaolan Fu, da Universidade de Oxford, a China aumentou seus investimentos em inovação de US$ 7 bilhões, em 1987, para US$ 300 bilhões, em 2006. “Para inovar, não adianta comprar conhecimento, é preciso construí-lo, e para isso é necessário encontrar recursos para financiamentos e para as empresas bancarem o risco”, disse.
